Photoshop CS6: Space+drag should always work

When an image is zoomed in beyond the boundaries of the window, I can hit space+drag to move the image around in order to see what I want. However, then the image is zoomed out enough to see the whole image, I can no longer use space+drag to move it. I would like to be able to do that.

As monitors get larger (mine is 30"), it's possible for part of an image to be far from your eyes even if in view. In my case, the sweet spot is about a third from the top of my monitor. So occasionally I would like to move the image up, in order to look closely at the bottom of it. As it currently is, I can not move the image using my habit-bound method (space+drag) unless I first zoom in the image beyond the edges of the window.

Or put simply, space+drag should always work.
