Photoshop: South Asian language support in Photoshop

Creating a layered image in Photoshop, and then importing it into Gimp in order to add text layers is completely crazy, to say the least, but it's an effective workaround for the lack of South Asian language support (specifically Sanskrit and Hindi) in Adobe Photoshop. It's 2013, and Unicode is still not fully supported. What gives?? Is there a plugin for this?
