Smudge tool adding new color with transparency. Layer sampling/finger painting OFF.

Hi, I'd like to report a problem that has been in Photoshop for as long as I can remember. I'd always just dealt with it, but I do wish it would be fixed.

The problem is the smudge tool and opacity/transparency. If there is color on a layer, and the smudge tool is used to adjust or blend the edge between colored pixels and transparent, the tool will pick up new color. This has the effect of 'muddying' the color and causing streaking. The blur tool also suffers from this issue, though to a much lesser degree.

There are two ways to workaround this problem that I've used:
One workaround is to use a layer mask rather than layer transparency. This solution requires the mask and the colored areas to be smudged separately, doubling the workload.

The other workaround is to lock the layer transparency after coloring and use the fill tool to refill the color back in. This solution only works if using a single color on the layer, which is quite limiting.
