Lightroom Classic: Do Smart previews count against cloud storage allotment?

I have been under the impression that synchronizing smart previews from Classic did not impact cloud allotment from Adobe. In other words, creating collections of smart previews to share via the web would not impact the 20 GB limit provided with the photography plan. Recent reading on the Lightroom Classic CC forum seems to suggest otherwise. Is my understanding wrong?

That's what I thought too. But Victoria Bampton, The Lightroom Queen, refers to correspondence she has had with Adobe people that contradicts that understanding. A discussion I saw in the Classic forum this morning. That is why I asked the question here. Refer to Message number 22 in the following link:

Not following you, Jim. That post from Victoria doesn't contradict your understanding, it endorses it.
To be clear, smart previews uploaded from LR Classic do NOT count against your cloud space allowance.
