It would be great to see a smart object tool box on the right where i can browse embed smart objects and duplicate... Sort of like the link tool bar in indesign....  this will all me to quickly explore several design options on that smart object or create smart object templates...

An example is a banner ad template with multiple art board sizes...  I want to store the banner content in one smart object but as the banner art boards get smaller I want to hide text elements....  so if I can duplicate the embed smart object I can have one with just the headline, and another with headline / more info / cta button... etc...

Are you referring to using layer comps inside the smart object and applying them to instances on the main PSD? Cause that is really handy. I'd still like to see a dedicated Smart Objects panel similar to the CC Libraries panel that shows you all the embedded smart objects that are present, independent of what layer they might be instanced at...

layer comps will help hide elements... but my ideal scenario would be to have the content in 1 or 2 smart object so when I change the text it will propagate across 10-15 different art boards

Follow the link I posted below. You can have layer comps in a smart object and apply them to the instances in the main psd.

I think it's a good idea, but the specific thing you are trying to accomplish (multiple variations of basically the same banner) would be better done doing what eartho hinted at... check out this link and how to apply layer comps to smart objects in particular:
