Photoshop: Smart object placement tool, or script based brush

I'm trying to use Photoshop as game design tool, by using smart objects for game sprites and composing a map with them, dragging and dropping from the new Libraries tab. It works well, I've made a script for data export into my game engine, so far so good.

The issue comes when I need some faster placement, for a larger number of objects. Flowers, trees, rocks for example. Dragging them one by one from the library for placement is painfully slow, also I could use some randomness and size jitter... basically I'd like to have a brush for smart object placement.

I was thinking about implementing it myself but it seems like the libraries are not accessible from javascript yet. So I could either use a new tool, or improved scripting to allow for custom tools and loading of objects from libraries.
