Photoshop: Since last update clicking on an image and asking to open with photoshop generates a message about missing libusd_ms.dll

When I double click on an image or click open with photoshop I get error that says the code execution cannot proceed because libusd_ms.dll was not found.this only started happening after updating to 21.1.1

I have tried their so called support they ar useless .I gave one of their guys remote access not only did they not fix the issue but created even more problems he deleted files all over the place then tried repairing visual basic files which asked for a restart at which point he told me my machine was corrupt. any way after a restart I got visual basic errors which I fixed my self photoshop error still there .tried again with their on line support today still no help spoke to 4 different people each time they started of by saying they were reviewing the conversation then asking me again what the issue was !!! so clearly not reading the conversation. each guy then ended by passing me on to a 'dedicated team' so 3 dedicated teams??? none of which have a clue I ve refused them a 2nd chance at remote access after the mess up they did last time .Just asked the to tell me step by step what they would do and I would do it .So this is what I was told to try
1) Close all adobe related processes in task manager (Core sync, services for adobe desktop app, adobe desktop service, Adobe IPC broker, AAM updater)

2) Navigate to following locations and assign the current user full permissions to adobe folders. (Right click on adobe folder select properties then click security tab , click edit and select current user you are signed in with , select full control , click apply and then ok)

   C://program data (enable view hidden files to see this folder)

   C://program files 86x/common files

   C://program files 86x/

   C://program files/common files

   C: //program files/


3) rename SLstore to Slstore.old at following location c://program data/Adobe/

4) Rename SLcache to Slcache.old at following location C:\Program Files (x86)\Common Files\Adobe

4) Navigate to c://users/username/appdata/local/adobe/oobe and rename Opm.db to opm.old

5) Navigate to c://windows/system32/drivers/etc/  and open hosts file using notepad. IF you see any Adobe entry there please replace that hosts file with a new hosts file which does not have any adobe entry. If there is no Adobe entry leave the hosts file as it is.

6) Launch cc app and sign in
so I did all that and STILL dosnt work so now I guess Im stuck with it
