Is there a way to change all the colors except black (the drawing) in this picture to white?

Levels and a tiny bit of painting for the brown area would do it.

But you didn't tell us which program you are using.

Open the file in Phototshop. Unlock the Layer if it is imported as a .Jpg by double clicking the layer and pressing okay on the prompt that pops up

Go to Image -> Adjustments -> Hue/saturation

Lower the Saturation bar until there is no color left in the image. Press okay.

Go to Image -> adjustments -> levels

Using the menu box, adjust the sliders until it is primarily the black lines, but none of the lines are lost. The lines will be slightly gray.

Go to Image -> Adjustments -> brightness/contrast

Bring the Contrast up to 100, drop the brightness to -150.

From there you should have a few left over marks on the puzzle pieces on the globe. You'll be able to get rid of them with the brush tool by painting over them with white.
