shouldn't the new Shapes panel affect the Custom Shape tool?

I'm sure I'm not the only one who thought the new Shapes panel in 21.0.0 was broken, because clicking on a shape while the Custom Shape Tool was active doesn't affect the tool in any useful way.

It turns out that to use a shape from the panel, we must drag a shape from the panel onto the canvas (and then resize it, as a separate step). And that's the only usage the panel currently seems to offer.

I guess this might be an oversight, though it feels more like a bug to me.

This behaviour is inconsistent with what happens when you right click the canvas while using the Custom Shape Tool: first, a popup panel comes up (very similar to the current Shapes panel, and sharing the same exact collection of shapes), and then you left-click a shape on this popup panel, and then your Custom Shape Tool assumes the new shape. 

It seems only logical that the new Shapes panel should work the same way.

Well, yes, it is a bit confusing, but it's also offering another option. You don't have to have the Custom Shape tool active. You can have the Move tool (or any other tools) active and still drag a shape onto the canvas. It comes complete with Transform handles, so you can resize it and move it about as you desire.

So instead of switching tools a lot, you either use the Custom Shape tool with the proxy in the Options bar as usual (or right-click), or just drag the shape out of the panel with whatever tool you're holding, size, commit the transform, and that switches you to the Move tool.

I'm not sure about that part. It might be nicer to have whatever tool active that you started with—kind of spring-loaded, though I'm not entirely sure why you'd want any of those other tools back. But it still does make it somewhat easier to drag out than drilling down to the Custom Shape tool and then drawing out the shape—and yet legacy ways of working are also still there.

So different and something to get used to, but I don't think it's a bug.
