Shortcuts all gone after reinstalling photoshop

I reinstalled my Photoshop for changing language from Chinese to English last week, shortcuts are all gone.

I tried to:
  • Uninstalled Photoshop with preferences twice, problem still exists.
  • Go to "Edit - Keyboard Shortcuts and Menus", only the shortcuts of tools exists. Application Menus and Panel Menus are all blank. (screenshot below)
  • Assign a shortcut to "Image Size", it actually works, then I reset to Photoshop Default set, "Image Size" reset to blank again.
So I guess I perhaps got an error on the default shortcuts preference file.

Photoshop version: 19.1.1
Creative Cloud version: 4.4.1.298
OS: Windows 10, version 1709

BTW Illustrator is OK.

Hi there,

That's not how reinstalling a different language version is supposed to work.  This behavior can appear if your language settings are incorrectly set up -- that is, the language folder being used doesn't match the language the application is set up.  Are you connecting to the Creative Cloud server alright?  Also, have you simply tried to reinstall since this error came up?  Did you encounter any problems when you first tried the reinstall?
