Photoshop: Control doesn't work with Crop tool from the start

Control doesn't work with Crop tool from the start - that's VERY inconvenient.
Stops to reproduce:
1. Open Crop tool.
2. Press Control.
3. Start changing the cropping area.
Actual result: A context menu appears.
Should be: The cropping area must be changed ignoring the aspect ratio (what the pressed Control means).

The similar issue is present with the Shift key.

Control should bring up the context menu. If you want to modify the aspect ratio, Shift is the key to hold down. It's working correctly for me here.

Is can't work if you press Control/Shift before starting changing the cropping area. It works only if you press Control/Shift after starting changing the cropping area.
