Photoshop 14.2.1: Shape tool numeric entry 3000 pixel limit

When using the shape tool in numeric mode, entering a number greater than 3000 pixels causes a dialog box to appear with the following message:

A value between 0.00 pixel and 3000.00 Pixels is required. Closest value inserted.

I can then use the toolbar size entry boxes to change the size to values greater than 3000 pixels.

To cause this problem, do the following:
-open or create a new Photoshop document
-select the rectangle tool (or any shape tool)
-click on the document to activate the Create Rectangle dialog
-enter a height or width greater than 3000 pixels (or a unit number that equals a pixel count greater than 3000 based on the files pixel per inch setting)

Because a shape can be made greater than 3000 pixels by dragging or tool bar size entry, I assume that I have found a bug. Am I correct in assuming this?

The value limit has been set to 32000 in current versions of CC.
