Photoshop 21.1.1: Various issues I'm seeing

 (community adobe directed me here for questions concerning photoshop CC bugs) 

Bugs in order of when I noticed them

  1. Preferences, user interface, saved styles, toolbar setup, swatches, etc, are all reset every time photoshop is opened, even if they are saved before closing photoshop. They do not save. Swatches, brushes, presets, etc have to be loaded back into photoshop from the file before they appear again. Will be gone again upon next open. (hard to take a screenshot as the error is that nothing is there when it should be, but you get the idea)
  2. When using the layers window: The buttons at the bottom for "mask," "new layer" and "create group" stop working. They become stuck on the "on click" button appearance once clicked, as if they are currently being clicked on. They will cease to work, cannot be un-clicked, and cannot be clicked again. They stop responding to all mouse commands and are not useable until the program is restarted. At which point, they will appear normal and clickable again until they are clicked on. 
  3. Some of the time (though oddly not during all sessions. Just some of them) when at 100% zoom, selecting the canvas with any form of selection tool will cause a tiny selection in the upper left corner of the screen, instead of what you attempted to select. This is without fail, and cannot be adjusted. Any type of selection anywhere on the screen results in a very small selection of only the upper left corner of the canvas. If you attempt to select only the upper left corner, the selection size will get increasingly smaller until nothing selects at all. Oddly enough, this sometimes stops happening when you zoom in. But not when you zoom out on the canvas. Returning to 100% zoom causes the issue to happen again. 
  4. Using the brush tool, eraser tool, and lasso tool, (though not the burn, dodge, smudge, etc tools) will occasionally go into a spasm. Wherein, even a light single touch of the brush to the canvas causes a large lag, followed by a massive zigzagging pattern of brush strokes that blanket 100% of the canvas, rendering the brush tool un-useable. This does not stop until the program is restarted, though I **think** it stopped one time after hitting shift. I have not been able to reproduce this "fix" again so it may have been a coincidence or a one-off. Single touch of any of these tools results in the below:
These bugs didn't appear until March and otherwise the program runs smoothly with no other bugs that I've noticed. Are these normal, does anyone else have these bugs, are they likely due to some compatibility issue? They don't appear to be caused by my tablet or any other hardware, as changing the hardware does not solve the issues. My photoshop also appears to be up to date.

#1 If you change the orientation of your panels and restart Photoshop, is the location of the panels retained?
#2 will be fixed in an update coming out in the near future.
#3 & #4 - Are you on Win 7 or Win 10? Are you using a tablet? do you have WinTab enabled?

#4 affects me and I will answer as I am staying at vers  21.0.3 last working for me.  win10 tablet yes use windows lnk not checked.

#3 & 4# I am using Windows 10

I tried googling WinTab and got mixed answers on what it might mean. Windows Ink and Windows sticky keys / alt+tab were both referred to as WinTab or Win+Tab. Windows Ink was enabled. I assume it's possibly conflicting with photoshop so I have gone ahead and disabled it. I'll report back if I have any more issues there. If it is possibly sticky key related, what would be the best way to address that?

#1 - If the panels stuck, that means prefs are being saved. Are the presets also being preserved as well, now? 
#2/#4 - where did you disable Windows Ink? (in OS? Wacom Diver)
