Photoshop: Setting image size

I just started using Photoshop and when I go to create a new image, I go to new, set the size I want my image, but then it doesn't size it correctly and it is frustrating me. Right now I am setting the size I want in Illustrator, saving, opening it in Photoshop and then working from there. For example, I just created a 1.5"x0.475" image, and when I checked the image size in Photoshop it said it was correct, but when I open it up, it is actually 0.82"x0.47". Why is this happening?

My guess is that you're resolution settings are different between Photoshop and Illustrator.

What is your resolution setting when you create your file in Illustrator? Note that.

Copy the content in Illustrator

Then when you go to Photoshop, choose File>New...

Make sure you set the resolution the same in the new dialog in Photoshop.

Does that solve your problem?
