I think it would be great to have a feature similar to coding where you can "comment out" a layer or group. Similar to the hide/show layer except that you wouldn't need to keep turning it off/on whenever you want to output a file.

Not to be confused with having a group that contains all your comments - this requires you to keep turning it off and on everytime you save out the file. This becomes even more of an issue when using many linked smart objects that have their own content that you need to hide before output. So instead of digging through all the files/layers/objects it would be nice to simply be able to mark a group or file as 'excluded' or whatever you want to call it.

Could it be solved by using layer comps? They can rememeber visibility states. https://helpx.adobe.com/photoshop/usi...

You can also change layer comps in linked objects from the root PSD.

But Layer Comps can't remember Layer Comps within Smart Objects. Vote for this feature if you like it: http://feedback.photoshop.com/photosh...

You can also use "Scripts event manager" and set custom action binded to file save. E.g. action swich to layer comp without your comments and after save it swich back.

Or not use "Script event manager" and save through the action and set a keyboard shortcut to action(for quick use).
