Photoshop Selections- luminosity

Create a Tonal Range Selection Panel which looks like color range selection panel except it selects based on luminosity only (both composite and individual channels as options) and works with the eyedropper. This will add much greater control than the current options of selecting just midtones, or highlights within color range, or even using luminosity masking from channel menu. Fuzziness slider would still pertain.

As an alternative, I would like to be able to see a histogram and then select tones in the histogram and have those tones be selected in the image. I would like a hue/sat and blend-if style adjustment added which would allow for feathering by selecting triangles and dragging them. There would be an option to select discontiguous parts of a curve and add to the selection or subtract from the selection by clicking and dragging on parts of the histogram.
