This problem is making it impossible to use photoshop. Anytime I attempt to grab a region on the screen the area selected does not display the boundary lines. When Attempting to to use the brush tool, the color will not appear (but it seems to actually show in the layers thumbnail.) When I try to erase, I do not see any change (although change is shown in the layers thumbnail) When I change applications, it seems to solve the problem momentarily and *refreshes,* but I absolutely cannot do this for every pen tap i need to make.

Photoshop normally refreshes visually as you are editing. Whatever problem this issue is, it is preventing any type of real-time interaction.

Most likely, this is caused by a video card driver issue.
You should update your video card driver from the GPU maker's website (NOT Microsoft or a system builder).
