Selection Ants Don't Appear & Don't Allow Aligning of Elements - Photoshop 19.1 BUG

I will select out an area with the rectangular marquee tool and the marching ants will appear fine while I am making the initial selection. However, as soon as I release the mouse tool, the selection disappears.

It is still there, but just not visible.
As you can see from the screenshot, there should be a selection around the black horizontal bar on the newspaper image, but there isn't. However, in the selection menu, there is an option to "Deselect" which means Photoshop is recognizing it as a selection, but not showing it.

MOST ANNOYING PART about this is that while I can copy/paste/content aware remove the selection, I cannot align any layers with it. This has been very very annoying as it makes it very difficult to even simply align something to the document center.

I have deleted all Photoshop preference files, uninstalled the app, reinstalled it and restarted the computer. Does not prevent it from happening.
