Clicking the "Create a New Group" button in the Layers panel will do exactly that. However, if you select the layers you want to group and then drag the selection down to this same button, the selected layers will be in the new group. Or you can use the "Group Layers" command (under the Layers menu or use Ctrl+G (Win) or Cmd+G (Mac)) to create a new group that includes the selected layers.

Additionally, holding down the [shift] key when clicking the New Group button will put the currently selected layers inside the new group that is created.

"Seriously, even my home-brewn CMS supports automatically grouping based on
the current selection when I hit a new folder button... Is it that hard to
add it to your PS layer panel?"
"If certain layers are selected and then the new folder button is pressed, put the selected layers in the new folder."
"When I've selected multiple layers and click on the "new group" icon, I'd so much like to see all those selected layers end up into the group automatically. Please?"

I've been wishing to see this feature implemented for a long time. I often work using lots of grouping and for me it is just an unnecessary extra step when creating a new group with all the layers that I want to have in it already selected. Instead it now just deselects the selected layers and that's it. I now have to reselect them and then drop them into the group.
I know this function from other software and always found it quite handy.
I believe lots of other users feel similar.

Photoshop, when multiple layers are selected, and the "Create a new group" button is hit, automatically add those selected layers to the new group.
