Photoshop: Scrubby option non-functioning with zoom click option during canvas rotation.

The Scrubby option on the Zoom tool does not work with the zoom click to center option in prefs when the canvas is rotated. Unrotated it works as it should but rotated the scrub zoom does not zoom to the point.

CS5 Extended. Lion OSX. I can post the video of another user with a similar issue, their video shows the same issue. Tomorrow, I will have to revisit my search history on my work Mac to find that video.

Detail Description of issue:
1)What should happen- using the zoom tool with Scrubby option click and drag on any visible point on your canvas and smoothly zoom in centering on that point. There is a checkbox option in preferences for zoom clicked point to center but I've found that it does not actually enable or disable the re-centering to a clicked point the tool automatically does so itself(as it should in my opinion it's simple intuition that a user would click where they desire to zoom[at least while using a drawing tablet]).
2)What does happen- if you rotate the canvas using the zoom tool with Scrubby option click and drag on any visible point on your canvas and the zoom will smoothly go to the CENTER OF THE CAVAS RATHER THAN THE clicked point, however if you straighten the canvas the zoom to clicked point works fine. Note: this is all with the preferences-zoom clicked point to center option OFF(hence the reason this option is useless) Additionally if a user, like the one in the video I will post tomorrow were to try and solve the problem by enabling the zoom to clicked point option it would create another issue. Now, when the canvas is rotated and you try to Scrubby zoom not only does it continue to zoom to canvas center but it also becomes extremely choppy and jumpy almost disorientating, could make any use uncomfortable. Choppy in both directions so even if you were zooming out it will perhaps zoom out a bit jump back in then out then back in, out, etc. Only solution because the zoom tool does not work that way is to full screen cmd+0 and re-zoom.
3)Solution: This is a relatively small issue I'll admit but would only make PS better if it were fixed. My solution has been simply to keep zoom clicked point to center off and deal with the rotated canvas not zooming to clicked point and panning to where I wanted(like I said it simply adds one step more than necessary)
