Photoshop: Scroll wheel zoom set point of 100%

This is something I dearly want in Photoshop...
I always zoom with the mouse scroll wheel. What I would like is if Photoshop always had a default point of 100% in the scroll range.
i.e. when zooming through 100% view, Photoshop would always have 100% as a default point in the range, instead of 99.17% or 109.09% or other odd values on either side of 100%.
Even if you open the image at 100%, scroll zoom in or out, it goes off on a tangent and will not return to 100% via the mouse wheel unless you hold down the shift key and scroll. Why does it do that? Why does it start with a point at 100% and not return, and go off picking crazy values on either side of 100%?
I'd love to be able to set 100% as a fixed point in the zoom range, so I don't have to shift key or double-click the little mountains in the navigator, or hit F1.
Seems logical to me....
