Photoshop: Ability to have the scroll wheel move up and down through layers

I never use the scroll wheel in Photoshop (it's too slow for panning, and zooming is far more precise with Ctrl+space+drag).However, something I do CONSTANTLY in Photoshop is change layer. The shortcut for moving up/down through layers requires you to take your hand off the mouse, and it can't be changed, so it's highly impractical.I think it would be an awesome feature to allow the scroll wheel to move through the layers. This would save people so much time! (Optionally, this feature could be accessed by holding down something like alt, though I'd prefer it without any other keys.)

Update: I have now managed to achieve this using 3rd party software - a free program called "X Mouse Button Control". :)

I should add that it is impossible to select hidden layers via keyboard shortcuts. So this is my new request: allow keyboard shortcuts to select the layer above/below REGARDLESS of it it's visible or not.
