Screen artifacts in Elements 13 on Windows 8

Downloaded and installed PSE 13. In the photo editor I am getting artifacts when layers are created and when I use the Navigator to show different sections of the photo.

In navigator this shows up as red lines as above. In the main display the lines show with various colours. The artifacts disappear in the main display with a mouseover but remain in the navigator window.

Windows 8.1 64 - Nvidia 230 graphics card (drivers up to date) - Dell U3014 monitor running from DVI, 8GB RAM i7 CPU 2.8GHz.

I still have PSE 12 installed and this problem does not occur with the photo editor in that version.

Did you update the video card drivers from NVidia's website? Or from Microsoft or a system builder (both of whom usually have drivers that are years out of date)?

I updated the video card drivers from the NVIDIA website.
The version is the latest - 340.52

Also get the artifacts in the main photo display area when doing 'any' changes(i.e. adding layers), this shows as a number of vertical lines of various colours. The artifacts disappear when I move the mouse over the display.

Upgraded my video card to a GeForce GT 610 and clean installed the Nvidia 344.11 drivers. Artifacts are still there.

I guess PSE 13 isn't going to work for me. Not upgrading. Maybe the bugs will be out by 14,
