Photoshop: Scratch Disk preferences using an external drive does not work

When I hold Command+Option and launch Photoshop CC 2015.1.2 (20160113.r.355 x64) and set my scratch disks as Primary: LaCie and Secondary: Macintosh HD, Photoshop completely ignores this preference, and uses my internal drive exclusively.
The Scratch Disks dialog at launch keeps my preference in the dropdown menus with external drive as primary and internal as secondary, but does not show up when I go into Photoshop > Preferences > Scratch Disks. Only my internal drive shows up there, with no option to assign an external drive.

I just purchased a LaCie d2 Thunderbolt 2 (4 GB) external drive to use as a scratch disk and Time Machine backup, but Photoshop fails to recognize it.

I have very limited space on my internal SSD. I need Photoshop to recognize my external storage for it's scratch disk.
