Photoshop: Scratch Disk Full even with all files closed problem

the question I have is I have a dedicated 80gig SSD Scratch disk, i have just done some work on a 70gig panorama 16bit file. I then close the file so there are no files open in Photoshop. I then open a 6gig file and I then get "Scratch disk Full", i check the scratch disk and find it full. I close the 6gig file and the scratch disk is still full! The only way around this is having to restart photoshop after working on large files as PS CS6 will not free it up. Even with no files open! Its incredibly frustrating as I cant do big batch processing as the scratch disk wont empty even when no files are open! I have another 100gig Firewire 800 as 2nd scratch disk, but PS just fills this up as well and I have the same problem; no files open and 180gig of scratch disks full and unable to do any more work until I restart PS. How is this possible?

New in Photoshop CC (2015) - If you hold the Option (Mac)/Alt (Windows) key while selecting About Photoshop, or hold the Option (Mac)/Alt (Windows) key and select Edit>Purge>All – we flush (release) all RAM and scratch disc in use by Photoshop.
