That's because scaling text is not a text operation; you can scale any object in Photoshop. As a result, a transformation does not trigger an override because it has nothing to do with type or text attributes.
in indesign, if you scale a box with text, and the text has been styled, indesign knows the text within it has been scaled. You can then choose to redefine the style with the new text size, or option click to reset the text back to the original size.
I just thought photoshop could treat this the same as indesign..
