Photoshop: Ability to scale patterns

We need to be able to scale patterns from Edit>Fill. So that when we fill with a pattern, we can scale it then.

Often when I use the pattern file the pattern is too large. How do I resize it?

Really need to find out how to do this again because the latest version I have allows you to change the opacity instead of scale. I did it three years ago during college when looking at repeat patterns. I'd have thought that this feature would have been kept rather than having to manually resize patterns and defining each scale separately.
