scalable toolbar icons in Photoshop on 27" iMac

This is something I've seen many people struggle with and I've not been able to find a solution. Adobe support was dust remotely controlling my computer and i said nothing more could be done. The toolbar icons on Photoshop are too small on a 27" iMac.  I've adjusted the fonts to large for a little relief but the icons are still small.  If the icons on Lightroom can be adjusted they should also be able to be adjusted in Photoshop. Hopefully Adobe will address this situation.

I have changed my display resolution to 1920x1080 in my system prefs. The windows in photoshop act quirky but if you take your windows out of tab and float them all is good. Why isn't Adobe addressing this? I have brand new glasses so my eyesight is not the issue. Interface is just too small for 27 inch iMac 
PLEASE do something!!!

Also...I am old school and use the lighter gray interface in photoshop. For some reason when my photoshop starts up it flashes a black background for a second and then my chosen grey pops up. It's almost like it starts to go to the default interface and then recognizes my choice then corrects. I am sure this is a program glitch. I know it seems petty but it really bugs me every day when I start up. People have strained eyes from computer work any way, why would someone design an option where you are reading words that are dropped out of black? Every graphic designer knows this makes tough reading!!! I just showed a co-worker that they could control click on the outside of the canvas an make that black(or any color for that matter) while leaving the type part of the interface the more legible black type and light grey. Do your eyes a favor!
