Photoshop: Saving with Linked Files, error "that it is open in another program and can't save"

Previously I have been able to work with linked files without any problem. Within almost any program I seem to be running into saving problems with my linked files. We operate on a server and when I attempt to make a change in a file that links to another document, I get a response that it is open in another program and can't save. My Mac won't even let me erase it to resave it. Without being able to save my work, I have to save it as an entirely new file and relink everything to new files taking unnecessary time and storage space.

Ex: I have an InDesign document that links to different Photoshop mockups. A change needs to be made to a Photoshop file so that it is reflected within the InDesign file. I make the change in Photoshop, but when I go to save the file it says that it's open in another program and can't save over the old Photoshop file. InDesign is closed, no one else has any of the files open, and there aren't any other programs open on my computer. I have had the same issue within Photoshop, InDesign, and Illustrator.

What version of Photoshop? What OS are you running on? Where are you saving your files to? Local/desktop? External drive? Server?
