Saving as a pdf - selected preserve editing and layers have been flattened

I often save as a pdf and uncheck the option to preserve photoshop editing capabilities so that I can send the pdf via email easily and it flattens the layers which is fine - lets say I save the file as "test". I still have that save file open in photoshop - then I hit save as and save it as a different file name ie. "test-editable" and check the option for preserve photoshop editing capabilities. 

Then if I open the test-editable doc the layers have all been flattened

But if I go to close photoshop, I get message saying The adobe document C:/users\...\test.pdf has not been saved completely because the current file format does not support all the features of your document.... 

and you would think that doesn't matter because its referring to the file that i unchecked preserve on purpose. 

and if I then hit the yes option to save with layers it will let me save as editable. 

Just seems like a bug that happens if you initially save as and don't preserve the layers then the next time you save as and its not pre-ticked it wot save as an editable file even if you do check the box beside preserve.

This happens every time I save a file and uncheck preserve and then later save as and tick preserve.

I can't duplicate what you're seeing on my Windows 10 system using PS 20.0.2. What OS and PS version are you using?

It's possible you're PS Preferences file has become corrupted, which can cause unexplained issues. Try resetting it to the default settings as outlined below:

Method 1) Close PS and then hold down the Command, Option, Shift keys for Mac or Alt, Ctrl, Shift keys for Windows systems and relaunch PS.

 Method 2) A better solution is to manually remove the Preferences file from the below folder location and copy it to your desktop, and then relaunch PS. This will allow removing the new Preferences file and restoring the original file with your personal settings if the issue remains:

Windows

C:\Users\NAME\AppData\Roaming\Adobe\Adobe Photoshop CC VERSION\Adobe Photoshop CC VERSION Settings\Adobe Photoshop CC 2018 Prefs.psp

Mac

/Users/[Username]/Library/Preferences/Adobe Photoshop C2018 Settings/Adobe Photoshop CC 2018 Prefs.psp

Yes, that is the same procedure I used to try and duplicate the issue and we are on the same OS and PS versions. When 'Preserve Photoshop Editing Capabilities' is checked the layers are retained when performed before OR after a 'Save As' operation with it unchecked. I tried numerous ways with no unexpected issues.

Please try the Photoshop Preferences file reset as outlined in my first reply. Thank you.
