Save for Web ignores "quality" dropdown, uses same resampling method for all choices except Nearest Neighbor

Choosing a resampling mode in the Save for Web dialog is broken. Using the "Quality" dropdown in the "Image Size" section of the Save for Web dialog to choose a resampling method, ALL methods except Nearest Neighbor produce the exact same image.

Downsampling an image with Bilinear, Bicubic, Bicubic Smoother, and Bicubic Sharper all produce exactly the same result.

Here is a simple test image on a single layer, resized from 1200px to 512px using Bicubic Sharper in the Save for Web dialog:

And here is the same image resized using the Image>Image Size dialog, and saved using Save As:

There is a dramatic difference in edge sharpness between the two methods. Save for Web will produce the same result with every other resampling method besides Nearest Neighbor.
