MY SUGESTION:
Save TIFF - add an option when saving TIFF  "Flatten Image" - option in the main menu.

Often we are working on layers TIFF. Save the file with layers (PSD) or flattened file (TIFF).
Such an option in the menu = no need to flatten the image before saving TIFF.

Currently, I can select (no select) "layer" when writing, but then select "as a copy". This changes the file name.

You can make such a thing?

If you set the file format to TIFF before deselecting Layers option the file name will not have copy added to the file name.

You can, for example, describe it?  I understand your statement, but I can not do it in practice. (Maybe something bad translators).

1) you have the PSD open that you want to save as TIFF
2) Select File / Save As
3) Select TIFF from the file format popup list
4) Deselect Layers option

result. File with same name as the PSD (no copy added), but in TIFF format and flat
