PHOTOSHOP CC - Save for web dialogue freezing under specific conditions

I'm seeing what I believe is a bug in the "Save for web" dialogue of Photoshop CC Running on Windows 8.1 64bit.

When all open images are docked in the photoshop workspace, and I attempt to save an image for web, even very small images, I can see the pixels of the dialogue box refreshing vertically. (This is very subtle, barely noticeable, but I believe it's related to the actual problem.)

But more than that, If any images aren't docked, and are freefloating windows on my desktop, if I click "save for web" the dialogue box appears as solid white, and there is a very long delay—usually 10-12 seconds— before the controls and image pop into place. Once it launches, it often freezes when selecting quality settings, and will pause again for nearly 10 seconds when saving.

I assumed this was an issue with my PC, not photoshop, until I realized that the freezing always happens when there is an undocked image open.

My PC has an Intel i7-4850HQ 2.3GHz, 8gb ram and an SSD. Unless working with extremely large images, I never see performance issues in PS.
