Right-Clicking doesn't select layer. Photoshop CS5.5

First off I have to say, the forum here blows. 10 minutes of trying to find how to make a post, and this is all I found.

I have CS 5.5. Everything is updated. Windows 7 64bit. Trying to use Photoshop 5.1, it will not select the layer when I right click on it. It only gives me a list of layers, and the cursor is only in the upper right of the menu. It will not automatically come up with the topmost layer already hovered over. I have never seen this issue anywhere. I was using CS5, on the PC and no issues with this. And I have a Mac with CS 5, and it selects the layer. But upgraded to CS 5.5, and it will not select the layer. I didn't realize how productive it was, until it didn't work.

Sorry, I mean the cursor is in the upper left of the layers list when I right click. No matter what I do, the target layer will not be selected when I right click the layer. And this is Photoshop version 12.1 on Window 7 64bit.

Like I said, it worked before when I had CS5. But when I upgraded to CS5.5, it never worked.

Also, the PC is brand new. I built a new machine. All software installed is fresh. CS 5.5 is and was the only version ever installed on this machine. And its the full Master Version of CS5.5. Not an upgrade, or academic version. After installing the OS, CS5.5 Master Collection was the first to get installed.
