LR? Revert Capture Time To Original uses UTC rather than local time

If you use Revert Capture Time To Original on a video file that doesn't have a metadata capture time that LR can read, LR will set the capture time to the file's (operating system) date-modified in UTC, rather than in local time.

To reproduce:

1. Import a video whose metadata LR doesn't understand and whose operating-system date-created is different than its date-modified:



Note that the date shown under the thumbnail is the file's date-created.

2. Do Metadata > Edit Capture Time and click Change All:



Note that the date shown under the thumbnail is now the file's date-modified.

3. Do Metadata > Revert Capture Time To Original:



Note that the date/time now shown under the thumbnail is 7 hours later, which is the UTC version of the date-modified (my LR is running in timezone PDT, which is UTC-7).
