Guides are really important in Photoshop but they are difficult to setup and manage.

This "idea" is in fact 2 feature requests but they are linked to solve this issue.

FIRST: Adding Documents Setup (like in InDesign)

• Margin Guides
• Column and Raw Guides with Gutters
- Columns Highlight
- or Raws Hightlight
- or Cells Highlight (by checkin both)
• Option to switch Width/Height (landscape/portrait icons)

SECOND: New Kinds of Guides & a Guide Tool

1• The legacy "Infinite" Guides will continue to be always visible.

2• New "On Canvas" Guides will be snapped and visible only on the Canvas.
3• New "On Margin" Guides will be snapped and visible only on New Documents Setup Margins.

• The New "Guide Tool" will allow to:
- Switch in an Isolation mode (using the Layers panel for example) to allow multiple Guides selection and management (in Sets/Folders).
- Manage the Guides in Sets intuitively using the Layers panel.
- Define a precise value for the positioning of the selected guide.
- Define the Kind of Guide (Infinite, OnCanvas or OnMargin).
- Define in which Set of Guides, the selected guide is stored.
- Define the Visibility Options of the selected Set: At which Zoom Value the Set/Group is visible or not.

These are just some "brainstorm" ideas!
Perhaps that will resonate with your own needs?

Very interesting mock-up especially when Photoshop is such a big part in web design.
