In Elements 9 when I resize a jpeg to 8x10 at resolution 300 the image more than fills the screen. This was not happening previously so I must have some setting wrong. Please advise,

The Print or Pixel dimensions has little to do with how large the image appears on screen. If you double-click on the Zoom/Magnifying Glass Tool, the image will be resized on screen to 100% zoom scale (one image pixel = one screen pixel). If you double-click on the Hand Tool, the image will be scaled to fit your current view size (which may increase or decrease the zoom scale percentage depending on your monitor resolution, the pixel dimensions of the image, panels you have open in the Editor, and whether or not the Editor window is maximized).

The keyboard shortcut to resize your image to fit your screen is Ctrl+0 (that's zero).
