Resizing is confuzing

If I drag an image into the canvas, the first time it lets me drag the corners without distorting it, (it keeps the proportions), if I hold shift it let me free transform it.

When in fact after I hit enter and try to transform it again it works the either way around.. Holding shift keeps the proportions and dragging by the corners it free transforms it.

I think you wanted this to be a feature but it is more confusing than a feature.

It would be great if you make the transform to work the same each time.

yep. Transform was really, really messed up in last years release. Make sure you update to the most current version, then you can toggle Legacy Transform in the prefs.

How do I turn off the new proportional scaling by default behavior while transforming layers?

I'll second this. There is no reason for the inconsistency in resizing. We went for years with the standard that SHIFT+drag would maintain the proportions on  everything. Now it seems you've made it reverse itself randomly based on whether it is a photo, a "shape" or a smart object. Keep it consistent and don't just change your UI without good reason.
Also... please keep the same standard throughout the adobe ecosystem. It's really annoying that analogous tasks like re-sizing behave differently in photoshop, illustrator and in-design.
