Photoshop: Replacement color doesn't work

Got a PNG file with black graphic and white background and I want to replace the black with yellow and the white with purple. I am trying to use the color replacement tool. I have foreground color and set and as I drag over the image with circle and plus sign, nothing happens. I tried this in multiple versions of Photoshop and the tool just appears broken.

You might be misunderstanding what this operation is supposed to do. 
And Photoshop offers several non-destructive solutions for the task, for example a Gradient Map Adjustment Layer.

Black and white are not colors, that is why Replace Color does not work in your graphic.

Ah, that explains it. Thanks. I have another image which has some light brown color. I want to use the color replacement tool to change it to yellow, but when I do so, it replaces it with dim green instead of the specified yellow. Why?

»Tool« has a specific meaning in Photoshop and Image > Adjustment > Replace Color doe not fit it. 
And in my opinion it is not fit for serious work anyway. 

If you want to talk about a specific image please post it (or a lores version or a pertinent section of it).

Here is what comes out of that program: "I have not read any of the numerous articles and manuals and I don't know how to use this tool"

Replacement color doesn't work because it doesn't cover the entire color model, hue, saturation and brightness at once (not sure why this tool even exists in that form). I used masking. Take the original layer and duplicate it. Select the color to be replaced with the magic wand. Now make a mask of that layer. Then just paint away in the new color.
