Document with Smart Object layers the share an object with other an object with other smart object layers. Documents are occasionally corrupted by  Replace Content.  Though it may look like the replace content worked correctly and all layer that share the object content are updated. The next replace content fails with a Program Error of if scripted the script receive and error user canceled. This further corrupt the document.  Additional Replace Content operations do not fail however, all smart object layers that share the replaced object contents are not updated.

Yeah, this doesn't seem like something that would work with embedded smart objects and scripts.
You'll need to be way more detailed with your description and probably also provide all the files and actions.

I can supply a script,  templates, replacement files but the problem is that it only happens occasionally and when it does happen it is usually into the  11th template somewhere in the 41 replace contents and save steps around 12 minutes into a 1.5 hr job. Package up its 1.5GB how do I post 1.5GB Zip file here.

What happens when CC 2019 faile with the message User canceled is the saved jpeg look correct like the smart object was replaced.  However, the Top smart object layer that visibility is off layer content was not replaced where the visible smart object that shares the object content was replaced.
Saved as a PSD you cabs see this.  Also, the top smart object layer that is used with "replace content"  to populated the mockup with new content no longer updates when "Replace Content" is used nor is an error generated nothing happens.  However, the visible smart object layer that was sharing the smart object can be updated with "Replace Content" but the top smart object layer that was sharing the object is not updated.  The Document in Photoshop was broken when Photoshop failed with the message user canceled.  The user did not cancel Photoshop CC 2019 failed.

It a very intermittent failure.  The test does not always fail.   The test that sometime fails is a job where the script populates 41 labels into 84 mockup templates.  3,444 jpeg are created to catch the problem I needed to also save PSD file so and additional 3,444 PSD are saved.  It runs for hours then and there have never been more the one user cancel failure in the run. Sometimes the test does not fail.
