Elements 9: Application not working after computer crashed and reinstalling

I have photoshop elements 9. It was on my older computer. When I got mt new computer I downloaded it successfully. However, my new computer crashed. I had to redownload photoshop. Now it won't work. Why??????
I have been sent to many different sources. Frankly If this is the help I'm going to get I don't need Photo shop.

Let's try this again. I Have photo shop elements 9. It was installed in my old computer. I just got a new computer. Windows 8.1. I installed it and it worked fine.
However there was a problem with the computer and photo shop as well as other programs were deleted. I reinstalled photo shop. It does not work. When I click on organize or anything else the program shows up but not my photos. I can't do anything on the program.

OK, so the Photoshop and Organizer programs are working just fine - but you aren't seeing your catalog of photos in the organizer?

Did you copy all of your Organizer data from the old machine?

You copied the pictures over - but did you copy all the Organizer data (i.e.: the catalog/database of those pictures)?

I guess not. How do I do that? /funny though it worked the 1st time I did it on the new computer. Is there a maximum amount of downloads I could do?

No, but while uninstalling you may have chosen to remove the application preferences and data.

Actually I didn't uninstall it. Microsoft did. My computer had crashed.

Ok. When I went to organizer, not file came up. there was nothing.
When I go to edit, I can see some of my files.
