My hard drive crashed. I had new hard drive installed and recovered all my files from a backup drive. But Elements was missing. I downloaded Elements from the web site and installed. Now cannot find any of the categories I had previously established. Do I have to find all my pictures again and recreate the categories etc.?

Since the categories are stored in the catalog of the organizer, you can only recover them if you have made not only a backup of the media files, but also of the catalog folder. That's what the backup process of the organizer does. If you have only used another backup solution for the media files, you are out of luck.
Another safety step some users do is to 'write metadata to files'. The keywords and captions are copied from the catalog to the media files themselves. If you import your files againg, they will be recovered and you will find them in a single category: 'Imported keyword tags'. You can recreate your categories tree, but it's still a lot of work.
