Elements 10: Problems reinstalling software

I have had difficulties with the reinstall of Photoshop Elements 10 and Premier. The procedures the program offers are not possible for re-installation on a newer computer after old computer has bit the dust. Do you have a procedure for customers who need to reinstall on a new computer . . . because the old computer no longer exists?

Is there anyway to get customer service in the United States. The past two days I have called for various problems and each time there is a significant language barrier, as I have to have the representative repeat himself repeatedly. When a problem comes up that is not written in a guide/manual in front of them, then they have to go get an answer/approval, which has taken ten minutes on two occasions.

Overall, your customer service has been terrible. I can't even find an American phone contact or email link. I-m using this one, because it is the closest solution that you seem to have available.

In summary: Develop a procedure in the software installation to allow for deactivating a previous computer/system for when new computers replace old computers.

Get people that have a better command of the English language and actual communication to take place.

Please email reply and also call (using information you have about me in your system) to ensure I have actually communicated with someone that can actually address/solve the problem.
