Photoshop: Reinstall windows 10 and installed PSCS6, got runtime error "R6034"

I had to reinstall windows 10 but save my folders and when I install PSCS6, I get the runtime error "R6034" Tried about 5 times with system restore and reinstall PSCS6 and still getting this msg. Does anyone know what to do instead to taking the route of reinstalling windows10 again?

Do you have any 3rd party plug-ins installed?

If you hold down the shift key when you launch, and choose Yes to not load 3rd party plug-ins, does it launch correctly?

I haven't install any plugins, just photoshop

if I hold down the shift key it opens PS.

After you launch Photoshop with the shift key, select Help > System Info... and copy/paste the text in a reply. That might give me clues as to what's going wrong.

I've save my files and did a complete windows installation and now photoshop works like a gem.
