Photoshop: Refresh rate drops and photoshop becomes unuseable

I have been using Photoshop a lot a few years back, but went to Sketch to try something new. Now I wanted to go back and give Photoshop a go. However, I must admit that the performance I have right now makes Photoshop completely useless.

I just made a clean trial install through creative cloud. Photoshop immediately screws up the refresh rate as the photoshop application is active, (if I click another app the refresh rate goes up immediately). I've attempted several solutions suggested online, changing g-sync settings, fiddling with the hardware acceleration but with no luck.

Photoshop CC 2020, GeForce GTX 2070, 32GB ram, i9-9900K, 64-bit windows pro.

I can see other people having these issues relating back many years which is unfortunate. I won't be buying any license unless I know this is not an issue any more. It is frustrating having to spend time trying to solve something like this in a new product from the get-go.

Do you have the grid showing?

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
