Photoshop CC 2015: Reconstruct Tool under Liquify doesn't work

I just bought the Creative Cloud yesterday, after being a CS6 user for a little mount of time. I'm trying to stretch an image of an eye open with the reconstruct tool under Liquify, but when I go to click, nothing happens. I've tried restarting my computer and even updated my software on my MAC.
(I was able to do it with CS6 like one time, but after that it never worked again.) How can we resolve this issue because I'm paying for this software primarily for this tool. I need help ASAP.

To stretch open an eye in Liquify I would use the Bloat Tool. To back off the Bloat on the eye some I would then use the Reconstruct Tool.

The Reconstruct Tool will to nothing to an unwarped portion of the image.

Thanks John, I gave it a try and it did a little something. It's just weird because the first time I used the reconstruct tool, I was able to literally stretch the eye lid up without touching the pupil.

Maybe it was a glitch, who knows. As long as I now have something I can work with.
