Photoshop 2020: Strange visual glitches

I use photoshop to draw and have experienced this a couple of times now. What happens is I'll do a stroke and then a rectangular portion of my canvas will undergo some varying visual effect. For example, most recently, it became very bright and yellow. It will go away after either drawing over the glitch or after a couple of random actions. Very frustrating and seems to be linked to 2020 as I've used photoshop for years and never have I encountered this issue.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue? 
Otherwise please also try 
Photoshop > Preferences > Performance > Legacy Compositing

As Christoph already suggests, it is highly likely connected to the graphics card and it's drivers. 

You may try to update your drivers and see if it works while keeping the GPU performance preferences active.

Most certainly a driver problem if disabling the GPU fixes it.
