Recent Photoshop freezes on Windows 10

Hi. The latest Photoshop on my Win10x64 is pretty buggy. It freezes at almost any possible moment, except when drawing, oder working with in the panels (layers etc.). When saving, opening, applying an effect, the program will stop to respond for about 20 seconds, and then be ready again. Why is that? What can I do?

Things I've tried:
- Clear Adobe font cache
- Reset preferences
- Uninstall / Reinstall

Things that I don't want to try:
- Use an older version

A closer look in the task manager revealed this: (see attached image). Does anyone know what this is and why it's blocking my working flow?

You might have a firewall or antivirus package blocking network access when they shouldn't be.
But those are all threads, not the main thread processing input.

Do you have any third party plugins or extension panels installed? Have you tried disabling them?

Have you updated your video card drivers from the GPU maker's website? Most have put out updates to fix the drivers that shipped with Windows 10.

The last thing to try would be killing the CCLibraries process (it'll get relaunched in a few seconds). The CCLibraries team is still trying to work out how that process gets hung sometimes...
