Photoshop: Recent brushes behavior

One of my students discovered if she choose a brush from the last used brushes row it switched her to a different tool. I thought it was a bug but have seen on the forums that it is a new "feature". This is very annoying and going to be difficult in a teaching environment. Is it possible to turn off the tool setting or is it possible to hide the recent brushes row? Also for my own use If I make a custom angled brush due to a project shape, I will want to use it with more than one tool. So this means the most recent brushes shown are useless. Can they just be turned off? Or can this "feature" be turned off. If not then this is actually a feature request!

In the 19.1 update if you command+option click on a Brush preset or recent brush on the top,(control+alt on Win) the Brush Settings of that preset will be loaded, ignoring tool options on tool specific presets.

The Recent Brushes has also been updated to show tool association if the preset used was Tool specific.
