I have an EOS 7D with Image Quality set to RAW 20M. I'm getting the error message "The file is not recognized by the RAW format support in Lightroom"

Because you say 20M and the raw files don't work in LR 4, I am going to guess you have a 20 megapixel 7D Mark II that needs LR 5.7 or newer, rather than an 18MP 7D from 2009 that only needs LR 2.6. Is that right?

If so, then you can either wait for LR 6 (presumably available in a month or two or three) and upgrade to that or upgrade to LR 5, now, and update to LR 5.7.1, or download the free DNG Converter 8.7.1 and create DNGs from the CR2 files and import those DNGs into LR. You could also sign up for the $10/month CC Photography Plan that includes access to the latest versions of LR and PS as long as you keep paying.

The DNG Converter 8.7.1 and the LR 5.7.1 updates are here:

If you want to purchase LR 5, it is available, here:

If you would like to sign up for the $10/month annual CC subscription that includes LR and PS, you can do that, here:

You can't run LR 5 or the latest DNGC on XP or OSX 10.6.x so I'd suggest doing a trial of whichever LR you want to upgrade to, first, to make sure it all works. And LR 6 will be 64-bit only, so if you have a Windows 32-bit system, LR 5 is as new as you'll be able to go.
